Dear all, North-Western Open Education Center, in partnership with Herzen University of St.Petersburg, is please to announce the 9th Annual ST.PETERSBURG KOMAROVO-2007 International High School Debate Tournament, which will be held on the weekend of April 20-22, 2007 in KOMAROVO, a beautiful and ‘legendary debate resort’ 45 km from the center of St.Petersburg (RUSSIA). If you are a coach and there are some high school students in your club aged 16 to 19 who debate in English or Russian , this might be a good opportunity for you to come to that legendary event. There will be 5 preliminaries, semis and the finals both in English and Russian on the two resolutions: 1. Resolved that private management of fresh water utilities is preferable to their public management (for preliminaries) 2. Resolved that people's right to fresh water takes precedence over national sovereignty (for elimination rounds) Both English and Russian-speaking debaters and coaches from Baltic States, Belarus, Moldova, Poland, Russia, Ukraine and other countries are welcomed to come to one of the beautiful cities of the world just before the famous period of White Nights. At the tournament we expect more than 100 debaters and coaches from all over Russia and more than 50 debaters from abroad. There is a team cap of 26, so the registration deadline is April, 12th. Please find the application forms at the website. There is no institution or country limit except for one: every team should fulfill n-1 rule for judges. Essentially we expect a good event both in terms of debating policies and values in Karl Popper Format and socially. Participants will take part in sessions on policy and value debating on the IDEA Youth Forum 2007 topic area held by experienced trainers. Komarovo - the tournament location - has been a legendary place for every debater in Russia since 1996. Fantastic pine-tree forest, sand dunes and beaches of the Gulf of Finland (just 7 minutes walk from the Hotel), pretty lakes, see climate and water from the artesian well makes Komarovo the popular resort in North-Western Russia. Besides, in 1996-2001 and 2005-2006 lots of national and international debate-related events were held here including IDEA IDT seminar in 2001 and International High School Tournament in 2000 and 2006. The participation fee per debater, judge or observer is 40 EURO , paid after arrival (which covers accommodation during the whole tournament – two days and a half, three solid meals per day and printed material).
